I did this already in 2017 due to the anniversary of Reformation. Big deal where I am from, since Martin Luther was the first cleric translating the Holy Bible into German - not far away from here.
I first modeled it piece by piece. After that I baked a displacement map out of it to make it look as if being cast out of one piece. Then, I subdivided a circular plane on a very high level and used the displacement map in the shader editor. The rest is usual shading workflow to make it look painted ang grungy
